Cersei was indeed one of the villains but in my opinion it is due to the way she was raised to become a queen and due to the loss of her mother at a young age she grew up to care only for her children and Jaime And she will go for any lengths to protect and avenge them. So the loss of her children turned her into a monster seeking revenge.
