Sweden is one of the few countries in the EU that does not have rules regarding begging. That's why thousands of EU citizens come here to beg. Often begging is organized by criminal networks that exploit people. The police point out that the beggars, among other things, risk ending up in prostitution.
It is legal to beg in Sweden in a public place, as long as you are not very intrusive, for example pulling on someone's clothes. By public place is meant public roads, streets, squares, parks and the like. Organized begging is legal if it involves voluntary cooperation.

Generally Sweden doesn't have a high number of beggars. The biggest group of beggars are other people from the south-eastern EU-countries in Europe.
