Interesting catch. This section is a straight 5/4. HotS certainly has a huge amount of mixed meter. The chord progression sounds like you could sing the verses from HotS to it. And the guitar lick is pretty Howe-ish. But that constant 5/4 makes me feel it's more akin to "The Fish", which, although is 7/4, shares the sort of relentless, progressive flavor that this section has.
@luvpolitics they are heavily influenced by The Free Design as well as Krautrock like Amon duul II. Stereolab is great but know your music history kids!
