It's illegal, you're stealing someone's IMEI number and that can be a crime. Even if you didn't steal and used a different phone's IMEI number, tampering with it is still illegal. Apparently, you can go to prison for up to 3 years according to the article below. There have been a lot of duplicate IMEI numbers and scammers have been stealing IMEI numbers and activating a smartphone that had a banned IMEI number and then they sell the phone for money in the black market. So don't mess with the IMEI number… if you did, it may get flagged and they might track you down. I think the same goes with cloning SIM cards.
