Best Carnival in the World: Germany, Cologne
Why?!
Because EVERYBODY dresses up (unlike in most other carnival versions around the world) And you dont have to buy a mask or dress that costs €100+
Its a true festival by the people, for the people.
I know, Brazilian carnival is more popular. But bigger isnt always better.
