The arguments here are due to ideological differences. There are three types of economies, (1) Centrally planned (as in Russia, China), (2) Private (as in USA and EU countries) and (3) Mixed economy (as in India and a number of countries). India chose mixed economy model from the time of late PM Nehruji. That was the reason for Government involvement in production of Iron and Steel (Bhilai), (Bhadravathi Iron works, Karnataka), Mysore Paper Mills (Bhadravathi), manufacture of telephones (ITI), Heavy electricals (BHEL), Electronics (BEL), Telecom services (BSNL) and so on. The concern to Government owned sectors is great. Equally concern should be on all Government run establishments. For example why are parents preferring Pvt hospitals to Govt Hospitals, Pvt schools to Public schools, a question which props up. The usual answer is that of quality. The reason for quality is lack of commitment to work in Govt establishments, protection of employees, automatic type of promotion, more of employee rights over employer rights and so on. In addition, higher the involvement in production, manufacturing, services, a large part of tax revenue also goes to Government for running these enterprises. One has to strike a balance. For example can Government undertake farming operations, sowing, intercultivation, harvesting on behalf of farmers? Where is the Govt machinery to attend to? Can the Govt involve in hotels and resturants, etc. The answer to these questions was given by the economist John M Keynes who indicated that mixed economy is preferred where the Govt can focus on national defense, health and education in order to maintain quality through both efficiency and equity. This is largely accepted by most of the countries. Now the question of APMCs functioning. There is a suggestion to make APMC competitive by allowing anybody to operate in APMC markets. Currently around 50% of the marketed surplus is handled by APMC traders and the rest is available for marketing outside APMC. India is a land of small and marginal farmers who may have no access to shift the produce to APMC yard for marketing. However, if there is a provision for any person or organization or a group of farmers to help the marginal and small farmers to gather, integrate, grade, collect the produce and sell the same in the market and charge the farmer a corresponding fee, there can be a win win situation for both farmer and such groups, as they compete in providing farmers a better price or remunerative price. It's precisely due to superfluous middleman, for instance 6 middleman instead of say 3, between farmer and the consumer, the marketing margins will be huge and the consumer has to pay undue high price on the one hand and producer will receive the least price share on the other. Therefore superfluous middleman should reduce enabling farmers to receive a greater share of the consumer rupee. This is possible through competition. For instance, in the case of Airlines, when Air India / Indian Airlines alone operated, the airfare to Delhi was around Rs. 25000 one way and Rs. 50000 both ways. However when Capt Gopinath entered the Air ways market through Air Deccan, the airfare suddenly reduced and now due to competition the entire society is benefited. Similarly the telecom sector competition is responsible for the lowest mobile charges in the world. However the concern is when telecom sector was allowed to enter, BSNL would be weakened. In that case BSNL employees also need to work hard to compete with the private sector. The survival of Govt sector depends not just on Govt employees but also consumers who need to support. It is not just one way. Often there are complaints of rent seeking in Government. Private sector competition with some Govt regulation not only reduces the Govt investment in such sectors, but also enhances efficiency. Farmers need to think who is exploiting them. The Kagodu sathyagraha of Sagara, Shimoga from 1949 to 1951 is the prima facie indicator that the exploiter is within us and not from outside.
