Madam, an answer to your question to strengthen APMCs to bring competition is in order. The role of the Govt is to facilitate production, consumption, distribution and exchange in a fair manner through institutions while taking the role of internal security, health and education since they are public goods needed by the entire population. Agriculture commodities face inelastic demand and inelastic supply which imposes rigidity on the part of producers, consumers and the middleman. They are bulky in relation to value and needed to be transported from the places of production to consumption. All the activities involved need to be performed by people in the society and the Govt can facilitate these operations in such a manner that producers receive remunerative prices from the markets. Since there are a large number of small sized sellers (farmers) facing a few number of large buyers (mandi merchants), such markets are called oligopsonic markets, which are fraught with market imperfections. The only way for farmers to realize remunerative prices here is by infusing competition, since product differentiation and selling effort which are the strategies in oligpolistic markets cannot be used since agricultural commodities are nearly homogenous, produced by large number of farmers/sellers who can neither offer at a lower price than the market nor a bit higher price than the market price. Currently only around 50 percent of the marketed surplus is arriving at APMC and the rest is sold outside APMC. However, the APMC Act of 1960s do not permit the farmers to sell their produce outside APMC yard. Conversely, no buyer other than APMC mandi merchant can buy farm produce outside the APMC yard. This results in a sort of unhealthy competition since APMC mandi merchants often involve in informal cartels and will collectively not raise the price for the benefit of farmers. Therefore the Act now makes a provision for farmers to choose to sell their produce outside APMC also.
