This crane looks to be a luffing crane. The crane raises and lowers the jib to determine the radius, reach of the hook to position the load. It appears the winch, rope, or something associated with supporting the jib upright has failed. On some of these cranes there are a couple of fixed length ropes from the mast part way down the jib to hold it horizontal during assembly. When the jib fell and reached the horizontal position, these ropes appeared to hold, and the tower failed because of the load moment of the jib being abruptly stopped.
Isn't it amazing, engineers can build the tallest building in the world, though cranes like this are built from one thin sole structure with no support beams, these type of cranes are destined to collapse.

This crane was being raised when it fell down, look at the middle of the tower mast and you’ll see two people working on it. Very sad.
Usually the climber is underneath the super structure of the crane when raising . Never seen a crane being jacked from mid tower.
Looks like a tension wire broke behind the cat head. There was zero load on boom.
