If Honda recon doesn’t move while in gear would both clutches prevent it from moving?

If either clutch goes out it will prevent the atv from pulling however 90 percent of the time it’s always the pads on the clutch basket. While you have the primary clutch off check the pads on it also. If the pad is worn and you can see metal then I would replace that one also.
