Apartment owners will often respond by saying they won't evacuate people so they either have to kill civilians and terrorists or let them both live. Literally human shields for their weapons.

Let me tell you all the story of Israel and Palestine. It all started with WW2 - The Palestinians had no real nation-state, nor name, but lived in the area we call Israel now. After WW2, the world powers decided Jews would be safer if they had their own land. So they shoved them off to the side of the middle east and called it a day. Israel had formed a government and set up their lives in the area. This of course was fairly annoying to the Palestinian peoples in the area, and as they had no real leadership it sucked. Fast forward some time, and Israel actually attempted to unify the Palestinian peoples, this unfortunately backfired as instead of unifying it stirred people up. In the even when Israel was attacked by surrounding nations, they happened to win with aid given and gained the land from which they won in their counter. After this point, Israel tried to strike deals with Palestine in which the Palestines would receive 95% of the land area. But they got angry and felt slighted, since before the jews got there, although there was no nation, they had 100% of the land. For this reason, they didnt accept any deal even when more favorable.
