Baus' "don't live in the city" advice is actually good imo. It's expensive, loud and the air is bad. I'm glad that I swapped my living place to a village. It's still close enough to the city though and when I need something from the city I get it within 40 minutes. Living like that is basically like having all the advantages of a city with barely any downsides.
i think many people would like to swap after the city experience but then most have family, friends etc. so we keep each other poor by staying

The crit is super nice and only one of his abilities doesnt have cc so there is no reason to use seryldas. Lethality sion builds for 100%crit so your death passive shreds
He already slows people a lot with his abilities and he wants to get crit so he can one shot
Serylda's is 200 gold more expensive. You get +15 AD +20 ability heist and a 1s ability slow.
The only spell Sion has that benefits from the slow is his shield explosion and Sion Q when it doesn't stun (a short charge).
Lord Dominik's regard gives 20% crit chance (an increase of damage by 20% on autos on average, which when he bought it was 293*20% = 58 extra damage per auto.
Add it to IE passive which rounds out Baus' build, which, the weapon does 78.9 extra damage per auto on average. And then add the IE effect to his overall damage and you have a really strong AD build. Without the crit from lord doms, you don't get the IE passive and suddenly your autos are far weaker. Late game AD sion is more about the damage from Autos and the spells enable you to get the autos in.
Also lord doms crit works with sion passive and gives more damage and therefore more life steal and overall more autos.
