I think nokia doesn't have Arabic because they only include languages for regions they're selling the phone in. Like lots of Java games have 5 or less languages. For Europe it's usually Langs like Czech, Polish etc.
You can flash a specific ROM onto Nokia phones that will add Arabic language capabilities to it regardless of what region the phone is originally from. I vividly remember doing this as a kid.
