Is it the executable version? Because the Flash one won't work. Yes you can use it offline. There is in the options to make full screen, or press press Alt+Enter

It's Paper Mario texture pack used in MESEN.
The gba scaling of the sprites is TERRIBLE.
how do you find out these things
They are just different version and ports of SMB1. Some are official and some are rom hacks, I believe.
