They need to get this guy ASAP before someone gets hurt. The people who live around there are scared and just want to go back to normal and not have to be on high alert. Well my take is this. He most likely grew up in the Favelas and had to really prove himself, due to his small stature. So in that time he most likely murdered more than one person, and learned some SERE (Survival, evasion, resistance, escape) techniques. Though not military no telling what he did in Brazil and what he learned. Sneaking, infiltrating, escaping etc. So now he's relying on it to stay on the run. If he knew the country better or was closer to Mexico, he would be over the border by now. I'm almost certain he learned some stuff.
