No you cannot ayou need to study min of 2 years in an institution to receive a degree (1+2 could have been done)

Yes, after 6 months you can change if you want to change before 6 months you would have to get a release letter from your university

Yes, it dependents on the institution however they should be refunding the fees, talk to your university finance dep or admissions dep
