When a Russian president is elected the entire cabinet (ministers & deputies) offers their resignation. This is a standard process & it gives the incoming President maximum space for his or hers preferred people.
So, maybe Shoigu was not "fired" because as Defense Minister he would have been one of the people submitting a resignation to the office of the president. Putin may have accepted his resignation &, as other people noted, laterally promoted him.
After all, they are friends, Shoigu & Putin. Putin does not have many honest, actual friends but Shoigu is one of them. He's not going to can the guy outright.

    • @leonnunhofer3453
      @leonnunhofer3453 Před 21 dnem +1

Shoigu stole 180 billion in 12 years from the ministry of defense. A lot of it since they started the war. He wanted the war to start, so the mod gets more money he can steel. He wasn't interested in winning, so the money keeps coming in.
Putin found it out. He didn't know, how bad Shoigu's corruption was. Shoigu and his people lately stole up to 30% of the military budget.
The new guy, the new minister, will steal far less, and will make the army more efficient. He has no high ranking friends, he just has Putin, and he really admires Putin.
So sadly all of that will make the russian army stronger. The command won't be more incompetent, because that's impossible, and Putin commands the armies himself. Here nothing will change.
The only change is, Russia will be able to better produce weapons on a mass scale, logistics will improve, the military will have billions more each year.
The replacement of Shoigu is bad for Ukraine. However, Shoigu, and him being in charge for the last years, bought Ukraine and the west some time. Now the west has to step up and increase its efforts, to finally help Ukraine winning this war, and to do so, before Taiwan gets attacked, and before the western attention can be devided between two, very important wars.

I do not understand why Putin thinks Russia's economy can survive a protracted war. It has too many single-points of failure.
Ukraine has been destroying Russian oil refineries, forcing Russia to export more crude and import refined products. Russia cannot just turn off the spigot on the oil wells, it must keep flowing - countries surplus refinery capacity, like India, are benefitting.
After Russia' refineries are largely destroyed, Ukraine should target rails - mainly engines. Russia depends on them and they are expensive & time- consuming to replace.

I do know that each of the Siloviki core members oversee some very expansive budgets, however.
If Shoigu wasn't Siloviki before (SPOILER: he indeed was not because the armed forces community is not particularly concerned with domestic security which is the Siloviki foundation, the main concern that motivated the Siloviki group's birth & continued existence today) he's soon going to be one.
Shoigu is supremely competent at hiding his own corruption & he knows the systems down to the T. For instance, when Shoigu was MoD he himself didn't take bribes, at least not large ones that we know of. What he did do was allow the people under him like Ivanov (who's been arrested) to force bribes & take them whereupon they kicked a percentage to Shoigu. This way there is at least one degree of personal removal from the actual bribe & his extra income. Shoigu doesn't need to take bribes anymore because he's elevated himself to almost Putin's level, & that's rarified air indeed. Shoigu had the power, & likely still has the power, to elevate people into sufficiently senior government positions where bribes are automatic & understood, & Shoigu can skim off the top with some security by way of anonymity. Everyone knew he's taking a cut but there's no real paper trail. Shoigu, like Putin, keeps through off every book.

He can't have too many people around actually remember how personally responsible he is for basically all of Russia's current and impending problems. Hence some turnover. It's because the oligarchs or factions have stopped fighting over the scraps Putin allows them and begun fighting over who will be in position to shape post-Putin Russia.
Shoigu was an extension of Putin, his trusted man at the top of the military.
#DictatorProblems A dictator's biggest fear is the military and a coup. That Shoigu has been "promoted" to a "higher" position ignores the fact that in a dictatorship, the head of the military is the 2nd highest position and 2nd only to the dictator.
The promotion, previous arrest of Shoigu's right hand man, and current purging of Shoigu loyalists shows that the dictator began to fear the oligarchs may have gotten to Shoigu.
Interestingly, this reshuffle recently played out in Ukraine as part of Zaluzhny's promotion to ambassador was related to fears that the opposition party was trying to encourage the military to overthrow Zalensky in light of Zalensky following the constitution and not holding elections during war.

Shoigu was and is loyal to Putin. He was fired, because he was too corrupt. He stole 180 billion from the military, and wanted the war to continue, so the military gets more money for him to steal. He wasn't interested in winning. It was not about replacing Putin.
Putin found out, one of Shoigus friends told it to the FSB. Putin likes Shoigu, so he won't kill him, but Putin wants to win the war, so he replaces him with a far less corrupt person without high ranking friends, who should be able to make the military far more efficient.
That's what all of it is about. Shoigu lately stole up to 30% of the military budget, troops ended up without artillery shells, like Wagner, and Putin fears, Shoigu's corruption will cost him the war, so he replaces him, punishes his friends and brings a new guy in, and hopes, that will fix the problem.
What exactly happened and why, that's by now known information, so there is no room for speculation 🤷‍♂️

combining all info i found till now, i think efficiency and a defense ministry that "cost" too much are big reasons to change leadership.
as-in dismanteling the infrastructure of a costly internal black marktet in the MOD.
some knowledgeable individuals i watched are of the opinion that the "Shoigu" block was getting financial overly inefficient and was costing the state too much.
when your system runs on pleasing your surbordinates through condoning systematic corruption, it is the easiest way to get some percentages back to the inventory of their army.
when the upper echelon of your army is taking in a big part of your military budget and hardware for profiteering, its easier and faster to purge leadership, instead of trying to squeeze a few percentage by putting a lot of effort in cutting cost by streamlining arms production.
guess they try to demolish the corruption ring in one fell swoop.
i think it will backfire hard, as that system is an intergral part for functioning in the field.
what will happen now that the "ceo's " of their shadow economy are removed?
since a lot of their gear is appearantly aquired by purchasing it through the black market infrastructure facilitated and led by their own upper echelon.
like any vacuum, a corruption vacuum will also give rise to internal chaos and strife.

Paul, great information about what is going on in Russia. Furthermore your analysis of what is going on is thoughtful and makes a great deal of sense. Which happens to be the reason that I believe your analysis will turn out to be very wrong.
We, in the West think using various rules and assumptions about laws, structures, and logic. I don't believe that any of that applies in Russia. I believe that Putin is running a mobocracy with mob rules and values that we simply do not understand. I don't think that the cause of this purge is the poor conduct of the war. I believe that factions within Russia are fighting for power, and Shoigu is now on the outs, which means everyone associated with him must go or be eliminated. Was dissatisfaction with the war one of the things that Shoigu's enemies used against him? Probably, but it was not the reason for the conflict among the factions within the Kremlin. The Kremlin is not transparent, so we may never know the true reasons for Shoigu's downfall. I don't believe that the conflict inside the Kremlin is over, but we shall see in the coming days and weeks if others will be purged.
The next question is what does this mean for the war inside Ukraine. The defense minister will not be in charge of the battlefield tactics or strategy, and we don't know who will be calling the shots. Gerasimov was too close to Shoigu, so he likely is finished. We just don't know who will be in charge. The new defense minister is an economist who I agree will be placed in charge of the entire Russian economy. My best guess is that this will prove to be a disaster for Russia, and may end up causing Russia to lose. Like the new defense minister, I lived through the 1980's. The Soviet Union collapsed because its command economy where the government owned everything and commanded what was to be produced and the prices for everything stopped working. The new Defense Minister published a book or paper printed by Stanford University in the early 2000's entitled "New Russia", wherein he stated his opinion that Russia needed to return to its command model economy of the 1980's where the government used forced labor to produce everything, and that Russia should ban all imports and exports.
The Russian economy is collapsing now, and this guy will speed up the process if Putin gives the OK for the Defense Minister's economic program. The next couple of months should be very interesting.

It reeks of desperation, likely because the US aid finally came through while the new offensive hadn't started yet. That was a major slip up in timing for the Russians. They didn't launch the offensive while Ukraine was on the ropes. Now with potentially no more gaps in US aid (unlikely Trump will win in November IMO) Putin is looking at going back to doing things the hard way, to feeding his troops to a meat grinder and nothing more, with no real achievement to show for it. He may take a town here or there still, but the cost in his mens' lives is extremely steep. Too steep to be sustainable in the long term. If Putin doesn't watch it Ukraine and Russia may one day have similar population numbers.

Almost every week you & others show footage from russian serving personnel bitching about the conditions on the front .
On top of that we get daily feeds of returned service personnel being deprived of the promised reimbursements & even medical care
And then there are the daily feeds of relatives & family seeking information about front line troops or complaining that compensation is inadequate or refused.
You will note that the new man addressed this in his first speech to the parliament .
IMHO putin is looking for a way out that will allow him to remain in power so he is purging everyone who knows he ignored the advice from his generals and took the advice from the insergents he sent in to create the lie that generated the reason for the SMO
So every one who knows about the covert destabilization operations in Ukraine has to go as does every one who knows the invasions was putin's decision alone .
So now he can blame a stack of generals ( who will vanish shortly ) do a "humane" withdrawal without too much back lash from the people .
I am sure he has one eye on the protests in Georgia and both he & Lukashenko are not happy about it and worried it may spill into Belarus or even the whole Federation of Fear .

Could it be - Putin is suppressing internal dissension about his course of the war, it's dreadful cost to Russia and also transmitting to others what will happen to them as well if he suspects more dissension.
Considering they are all on the take, it would not be hard to come up with such 'credible' criminal charges to explain such actions to the public. It also helps to avoid and/or suppress the 'real reason', which would not go down well with the people of Russia at this point in a failing war.
