Definitely, this guy should retire. its a bit difficult to follow what he is saying. Time to go to the old folks home. They really need to have some cognitive tests and even a physical for members of Congress. Maybe similar to what the military puts potential new recruits through. However, Congress would have to do it and that is as likely to pass as what happen to the STOCK act.
