The tea changed according to Zamasu's clarity of mind. It darkened as his inner confliction grew. It cleared up when he was suddenly made his clear decision for the future, gaining total clarity. Unfortunately it's not the clarity that Gowasu was hoping for. Along with the Supreme Kai's and destroyer's death, their angel attendants cease to function until a new destroyer can be found. Meaning no one would be able to alert the Grand minister or Grand Zeno to what Zamasu had done.
