I work as a boat builder and have done so for 20 years. In that time I have NEVER seen anything as groundbreaking as this.

Can you imagine the terror when you're just chilling in your barrow-boat and another boat comes past and you have to go over its wake...

Double up on the noodles and add some outrigger noodles for stability and that thing could cruise all day! Or as for as long as you had fuel. LOL
That 2hp doesnt use like any fuel.
Could use the "Noodle" style foam pipe insulation tubes. They are factory slotted and would slip right over the upper lip of that barrow. , Maybe some capped 4-inch PVC for your riggers.

I think I'd try to put a large farm tractor tire tube around it, then air it up, I'm thinkin this would add tremendous stability and buoyancy, only downside might some loss of ease of steering but I don't think that would be too difficult to overcome

New idea for a race: the "not a boat" challenge. Make something seaworthy that isn't intended to be a boat. Like a refrigerator, porta potty, a piece of furniture lol etc.

Line outside of wheel barrel with 2 inch foam, glued on. Top lip will do a nice job of keeping it from pushing up.

I once floated down a creek in a fiberglass bathtub with the holes plugged.
put a couple of out riggers on it, should give you better buoyancy and stability have fun
