  • Homelessness and how to manage encampments are becoming big conversations across Canada. But one group we often don’t hear from are those living within the encampments. CBC's Naama Weingarten and Nathan Gross spent a day visiting several Edmonton encampments, gathering the stories of the people they met.

    If that girl has a housing unit but she chooses to live in the encampment, that is a problem. Give the unit to someone who wants it.

      Without understanding what it is that she explained so clearly -
      they gave her a place, where she is not allowed to have a social life.
      They took her people away from her.
      If they take the place back too, I'd say that's grounds for a fight.
      She is not a child, or an invalid, or a mentally compromised person.
      So much for the "help" they offer.
      And who are we to judge her for that?
      Oh, and by the way.
      She's not a girl.
      She's a grown up woman.

      @kaze987 that is complicated, she deserves a safe place to shower and shelter when sick. I think it isn't really a home if she can't have visitors. I also think everyone deserves a safe place to retreat to.

    The government needs to Stop Spending money on shelters that are not working and cost a fortune to run.
    They need to start building or repairing buildings with one bedroom or bachelors suites that are just basic units to get more low income housing up and running.
    These buildings can have security on site and the people will still have their social workers available to them, at a much lower cost than what our governments are spending at this time.

      So they can turn the buildings into drug dens and places the police frequent for drunken domestic violence and prostitution and.....
      how about a work camp far away in rural saskatchewan? we can build a fenced in camp where they have housing and work (farming, manufacturing) and earn skills and money.
      How do you know about your suggestion as being a lower cost by the way? The costs incurred on your fantasy idea looks to be much more than an operating cost for a Sally Ann.
      Many of the homeless are people who also cant make it in the city. many from rural areas should quit the dream of the big city and return home.

      Bc govt puts homeless shelters less than 1 block away from middle schools, high schools and elementaries..it's the "health authorities" making sht of an already shtty situation.
      Be on watch for where the health boards arbitrarily decide to force a homeless shelter..it will devalue every property in a 10 block circumfrence

      Just giving a drug addict a home won't help. They need rehab first and it's strict and costly because the drug addicts often don't follow through. Just giving them a home is asking for the newly renovated block to be trashed, which would be a whole lot more expensive then running a shelter

    Having experienced life in shelters and on the streets myself, I understand why many homeless individuals may have reservations about shelters. Shelters come with strict rules, like no in-and-out privileges, meaning once you're inside, you can't leave and return. Smoking is usually prohibited too, and you can't address personal hygiene issues in a shelter. On the flip side, it's essential to note that being on the streets is not safe. Shelters provide constant staff monitoring, offering a level of safety, albeit with occasional challenges like theft. However, reputable shelters actively address such issues. Sleeping outside leaves you vulnerable, often relying on the protection of friends, if any are around. In my own experience, I've encountered harassment from local teens, with some resorting to dangerous acts like setting tents on fire. As winter approaches, we should consider the importance of shelters for those in need.

      Thanks @Progressive_Canadian I appreciate your lived experience and the balance in your comment. A key word you use is 'reputable' in relation to shelters. It is possible to provide shelter and dignity for folks and unfortunately this isn't necessarily the case with options in our city. I hope we can do better for folks.

      ​@@catherineb6565 We ABSOLUTELY…💯% …help to rally and help those, who through unforeseen circumstances…NEVER EVER thought that through circumstances, they were vulnerable!
      We are capable of helping this sector of society…via methods that would amaze the vast majority of us! We need only to help them find the appropriate, LONG TERM, SECURE, SAFE Housing…before worse atrocities occur!
      These people are a wealthy of knowledge with gifts/talents and a perspective that would offer a phenomenal aspect and insight. All of which, helps greatly!!!🇨🇦☺🇺🇸

      What stood out was that nobody seems to be actively looking for a job, and the reporter didn't bother asking anyone why they were not working.

    I truly wish this was a REGULAR feature! The public needs to learn so much about this beautiful, yet, tormented group of people! They deserve respect and dignity, as we all do.
    I will be saying prayers for these people!
    Unfortunately, I’m struggling to find housing, as I just has my apartment increase rent by $600 extra per month. So, I know the very REAL scare of not knowing if one will have a safe, secure place to call home!
    As a Canadian who has worked with homeless all my life, it saddens me deeply to think we have allowed these people to slip through the cracks - making them invisible. This could happen to ANY ONE of us!
    THANK YOU greatly for shining the light on this issue! I hope you will continue to do so more frequently in the future.

      I work across the street from the Bissell Ctr, I just want to cops to move them all along so I can safely go to and from work without ever having to have one of them asking for an enormous amount of different things. Th e govt on many levels all ready rapes the working person several times to give to the unwilling. Edmonton needs to put this on a ballot, spend the extra 10 million a yr or stop doing it and reduce our property taxes. It is torture to stand in the window at work and look at all the awesome food in Chinatown but I am not allowed to carry a weapon down 106A ave to get there, and every single one of the homeless will ask for something, so I NEVER get to go

    With 57 percent of 34- 54 year- olds living paycheck to paycheck...and close to 50 percent of Canadians living paycheck to paycheck..and many afraid of losing their job ..and 25 percent of Canadians having difficulty paying their mortgage...what will happen when many will not be able to pay bills...food..etc.

      I lost a female friend of 12 years to Fentanyl just last month. Condolences. I would plead the same thing. Stay away from drugs at all costs.

    Giving these people $1750 a month does NOTHING but fuel their drug addictions and alcohol habits, the few who have fallen through the cracks could like I did pull themselves out of it

    Ive been working on a crew that's been doing an exterior reno on the Bissell centre for the last several months so i work right beside the street shown at 3:19 and again at 4:11. It's a pretty bleak sight to see. One thing I can say for sure is that the people working at the bissell work very hard to help in any way possible. Ive been there for months now and ive never once seen staff behave in a way that would make others feel less than them

    It’s easy for ppl to judge but in this economy ANYONE can end up homeless. I have to move but can’t afford the rental costs where I live! It’s crazy. I pray I don’t end up homeless 😢🙏🏼🥺 and no I don’t have any drug/alcohol issues.

      I don’t like watching the News anymore or read News articles on X bc they make me very anxious!!! 😬 If you just take a look at most headlines ~ they are all about homelessness and lack of housing.
      I KNOW it’s going to get ALOT WORSE! TONS MORE ppl will also become homeless by 2030! Rent is sky high and mortgages are crazy expensive!!
      I saw one person’s mortgage payment of $6900/month!!! That’s just NUTS! WHO can afford that?
      I was curious about how much money you would have to earn to be able to buy a house this expensive & with a MONTHLY MORTGAGE payment that HIGH!!! So I did some math. It would require a combined income of around $250 000!‬

    I used to work at a retail store. There used to be a homeless guy that would pop in the store every now and then for a job. He was ready to do any job and my GM really wanted to give the job to him, but they knew that the guy wouldn't pass from HR side.

    I know Alex! What she really wants...is a job! She is straight-up (no alcohol or drugs). It was just circumstances that put her here...

    thank you for reporting on this. Many don't believe we have a 'Homelessness' problem.
    The city should provide a safe space( indoor or out) for them to live comfortably and together- as a community, provide toilets, and showers, at least until a permanent solution is found.

    It's hard to watch scenes like this, especially when the government is handing out Billions for wars and a never ending stream of people coming into the country. I don't have an answer but, definitely makes one think and ask questions.

    I have designed and built two tiny houses of two types 8 x 12 feet. I called City Hall and proposed to present my idea. Because the design is so ideal. City Hall dissed me because citizens helping citizens is prohibited under Neoliberal regimes. I have previously worked in Nicaragua, Somalia, Kenya, and Angola. With humanitarian NGO'S Farmers For Peace CUSO and MSF Spain. Edmonton City Hall is as bad as any corrupt City Hall in any country I have lived and worked. Corruption is the only modus operandi they know. Their corrupt corporate kickback system only allows for large corporate solutions which only benefit the developers and City Hall officials.

      I don’t think you are telling the truth here. You just didn’t get a contract with the government so you make it about corruption.
      What you are not saying is:
      - security for people living in these tiny homes
      - fire safety
      - all the amenities and services needed for these folks
      Tiny homes are definitely being considered, but not as a main solution, as permanent housing is the real answer here.

    The reporter is excellent!
    It's cleat that there are a myriad of reasons folks become homeless, it's important to have the stories told.
    It's clear that there are homeless and there are unhousables..
    Canadian politics federal and provincial sold Canadaians out..the politicult has money for its investors but the people apparently needing homes but is too much for the politicult ecultonomists to write up a work order for..

      @@deanna_0037 Trudeau works hard to repair the damages that previous government did to our social systems, from housing, health care, education, etc. The Conservative government always cuts services to the public and taxes to the highest incomes. That's how we got this mess.

      ​​@@wendythewitch01depending on the lease you might be able to fight it because landlord of a *Legal Rental Unit* are only *Legally* allowed to increase rent 2.5% per year in Ontario.
      If your landlord is try to increase rent by more than that it's most likely an *Illegal Rental Unit* and the landlord is renting to you while claiming it as a residence & not a rental unit which can result in fines of $25 000 for individuals & $50 000 for corporations.
      If theres no lease or the rent Unit doesn't meet the requirements to be a rental unit (has a private bathroom & kitchen) the landlord can evict you at anytime because that's technically a room rental & not an apartment rental.
      Never trust a landlord who's renting a space in a house they own because they're just using the money you pay in rent to pay off their mortgage & home payments when they can afford the house financially they will & can legally kick you out. Actual apartments are the way to go sure there's more people but they are regulated, so as long as you pay your rent and don't cause problems there's nothing to worry about

    there was a homeless person who set up a tent near where i live recently. i went to talk to her and she said she was hungry so i got her something to eat. shes on a waiting list for housing so doesnt know when it will happen. one thing i do notice is the public generally discriminates more towards homeless men. i saw that firsthand for a homeless shelter for men project. just remember, heaven forbid, your brother or son could end up homeless. then things start looking different...

    I don't have addictions or mental health issues, no kids, no pets, non smoker, but I've been "between rentals" for 3 years. Yes, years.
    With my stuff in rented storage, my home based business and my life on hold.
    I _need_ a clean, affordable rental home.
    I've met dozens of people like me, including families with young children, disabled seniors, and people working a full time job living in their car or in a tent.
    As for shelter comments, shelters refuse to allow disabled people onto their property for "insurance and liability" reasons, and that's been their policy for over ten years.
    And Edmonton's "helping" agencies and government workers have suggested m.a.i.d. (euthanasia) to me as "a viable option at this time". I tell them, "You first!"

      I should note "helping" agencies in Edmonton have no idea of the actual number of homeless people. They don't count people living in cars, unheated garages, tents on private property, tents in remote areas, 5th wheels, motel rooms, on camping cots in someone's tiny living room, or on a sofa - that counts as being "housed".

    Homelessness is a billion dollar a year industry, and has a lot of influence in the system by shelter executives. Homelessness is a human phenomenon, there is no other creature on the planet that suffers from homelessness. Shelter from the elements is a fundamental right to exist and has been for all of human history. This is only an issue because the people who are in power choose to keep it as it is.

    It’s very much the same in Winnipeg’s Downtown and core area. A great deal of poverty and homeless people. A situation that has grown much larger during the Pandemic years . On top of which many more suffer from food insecurity, addiction and mental health issue. Lack of affordable housing and agency’s that can help.

    I was about 10 years old when NFU farmers occupied the Legislature Grounds. Today there aren't many farmers left. I recommend that homeless occupy the Legislature Grounds..

    Edmonton is one of the richest cities in Canada. I used to wondering why it has homeless issues until I talked to a former EPD officer. He explains to me that majority of homeless people have no one but themselves to blame. They used to have decent,good paid jobs during oil boom. But they pissed all the money away by gambling, doing drugs or buying expensive items. Simply put, they don’t live within their means. When they face economical downturns, they don’t cut back. Keep spending money like they used to. Calgary and Edmonton have more flights to Las Vegas than other Canadian cities. That tells you something about those people.

    Most reasons why people are homeless is not enough jobs or not enough education to get the jobs. It also helps to have an address before looking for a job.

    Rather than handouts it would be great for a hand Up - jobs, training, haircuts, resources such as Suit Yourself, support groups, etc. etc.

    I have so may small solutions for this problem but I'll just leave one. Open some drug free campgrounds in or near our cities. The hardest things are just the basics that everyone else absolutely takes for granted IE having a shower, charging your phone, the ability to cook or do laundry.

    Thank you for representing the other side of this story. Homelessness is a serious problem across Canada. Nobody wants to be homeless, but in these trying times, more people are finding themselves out of work with lack of resources to support their basic needs. We need to make changes to the system and work as communities to help our citizens up out of this crisis, not just assuming these people are just all on drugs or alcohol. Empathy is needed in order to understand how to make long term progress for these people and their communities.

      @@crynature1 I went many many many years without employment and it was very hard to get a job that paid anything other then minimum wage then also, all thats changed is government is 4 times larger and they now give handouts like candy. Taxpayers end up paying for this. Yea, NO!

      There is the woman in this article who wants to be homeless. She has a place, but prefers to live the homeless lifestyle.
      The place she has taken now can't be used by someone who actually wants to get off the street.
      I interact with a lot of homeless folks through my work, and there is a group of homeless who are profoundly entitled.

    Where I live people are moving here in droves. They are building lots of new homes but there is a shortage for rental living. The situation is only going to get worse as everything increases in cost.😢

    Makes me reflect. I grew up here. We could not have a party (booze and a bonfire) anywhere in the River valley. Cops would clear you out. If they saw garbage, they made you clean it up. For some this is a choice For others perhaps there is no choice. One thing I have been told by homeless people is that they came to Edmonton from surrounding areas because they heard there were more services. Is it still illegal to have fires outside of designated enclosed fire pits? Is it illegal to camp on city property?

    The lady who prefers staying on the streets isnt because she wants to help or be around her friends but rather becsuse she can't use drugs where she is....if she wont use her housing unit she should give it to someone who will gladly use it. Im not at all tryinh to be judgemental. But we need to focus on the insane drug problem before just throwing people in housing....that will fail over and over if they cant figure out how to use the money they do have for rent and bills rather then the next hit....i used to be a raging addict myself qnd until i got control over that NO help anyone could have given to me would have lasted because i would have torn it all down due to the drugs.

    I've lived in Poverty most of my adult life. I was fortunate to not have any substance abuse problems. I rarely did not work. I went 17 years without a Vacation. I was lucky to meet a woman late in life age at 48. We got married. She had a higher education. I did not. I worked two jobs at one point while she went to school, upgraded her degree and got a well paying job. We have no kids. If I hadn't met my wife, I was prepared to live in Poverty and work until the day I died. I retired a couple of years ago because of taxes. We have more net income if I don't work. It's still not easy, with car insurance, energy bills, mortgage rates, gas, food, many things going up.
    I know I'm doing better than many people. Wish I could be more helpful.
    Alberta has an almost 3 Billion dollar Surplus, but it's not an advantage anymore. We'll see how long that Surplus lasts.

      Many of the factors are World Wide. No government is Isolated from bad things happening, that they can't control.
      I doubt if a different government would have done any better, if not make as far as the Country goes. In Alberta the UPC has only made things worse with almost everything thing they've done.

    There are so many old buildings and old hotels that can go to housing homeless. Shelters are not homes and shouldn't be treated as housing solutions. Alberta UCP government is responsible financially for housing homeless and dealing with drug harm reductions.

    Edmonton should be sued for not doing anything about open drug use, homeless encampents being everywhere, public safety is being put secondary to people who not only dont pay taxes, but also make the public less safe.
    Hope the city of edmonton starts taking action soon before the citizens start getting pissed off.

    I'm local to the area, I cannot believe how many younger homeless are now in Alberta/ BC area. I can remember growing up in the area, there is so much opportunity and help for people in these situations. Knowing many people like this personally they are often of the type to have an excuse for every single option and do not want to change their situation or lifestyle.

    Nowadays it's cheap to build a basic simple container or cabin shelter ,or tiny house, without electricity and water is totally fine. At least it's safe and a place to call home. Why can't you allow people to have these simple cabin to call home, why leave them sleep on the street or in the shelter that are full of violence and drugs? Cold is not the only threaten, the violence, the drugs, ... are all what homeless have to face as well. It's cheap nowadays to make a basic shelter or shell for someone to call home and stay safe. Canada is cold, but Canada don't have to be cold hearted! Canada has vast land, enough to allow simple cabins for anyone who needs one to call home.

    I’ve been homeless for 8 years and I’ll tell you this: whether Iam in a tent or not canada has not been my home since I was a kid, and likely never will be, I’ll never consider such a horrible heartless place home. Only reason it was considered home is because I was ignorant and didn’t know canadas true nature. It hasn’t changed in 500 years, this behaviour of ignoring the poverty stricken is not new and it’ll
    Never go away.
