The mark on the right of the axe is the engraver's initials: LB (Lucien Bazor)
Also the handle of the axe is a Marshal's baton

The B on your 1947 coin indicates in which french city the coin was produced. In this case, it's B = Rouen. When the coin doesn't have a letter marked, it's most likely produced in Paris
