For a pilot, being scrawny is an advantage, if the vehicle (Let's say a robotic flying battle suit) is designed for you. You can make it smaller, lighter, use less Life Support. Being small like that even makes you more resistant to Acceleration (AKA "G forces.") Honestly, fitting miniSteve in that suit is more realistic than Tony fitting in any of the Iron Man suits with all that tech. Even with the power supply embedded in his chest. All those actuators, engines, missiles, and shit? Sure. All that stuff, and a full sized human body? No way without Pym, or Galifreyan tech.

Am i the only one who suspect that "new element" Tony discovers in Ironman 2 is actually based on Tesseract. Howard definitely do some research on Tesseract and trying to make something based on it, but the technologies of his time isn't sufficient. Using the Howard Stark AI in place of JARVIS made by Howards son Tony, there's a few "Iron Man" drones positioned in every city around the United states that works with the local police forces. But Tony himself dawn's a new suit instead of going by Iron Man, he goes by SHIELD'S HERALD bc stark industries now works alongside Shield in order to keep the world safe from threats.
Iron Monger - but it's a boy from Brooklyn with a good heart as the pilot instead of private equipment built, owned and piloted exclusively by an asshole exploiting the war economy.
better than Iron Monger - Hydra Stomper was powered by a freakin' Infinity Stone, not just an arc reactor. Basically the max power level for that walking tank was "yes".
That would be better since the inside of the suit is really powerfull guy although its not as strong as hulk or thor, at least he's not a regular human being, especially with the nano suit that really fits better in flexibility & agile for movement
A theory I like for why Howard chose Steve to be the Hydra Stomper pilot is that he is one of the few people they can be 100% sure is not a hydra agent as he is not only an established american citizen but as his body is feeble there is no way they would have recruited him.
