I shoot 1/2 and 3/4 chokes from 16 yard line using 1150 fps cartridges. Would you reccomend tightening up the chokes to 3/4 and full and a faster fps ammo to shoot off higher handicaps?

Past 25 yards I recommend full choke. As far as speed. 1150 will break the targets as long as you are confident. Most shooters I know shoot a faster shell.

When you move to the next station, do you start over at the 16yd line or do you just move to the next station at the same distance, but one station over?

Move a few stations forward and start from there.
