Tori Amos found happiness she married and had her baby she's not consumed in her art anymore, in the words of Madonna "The face of you my substitute for love" when you are unhappy you as an artist you cone up with your best stuff because you literally pour your heart and soul into it without any diluters.
I would add that she's just got older. And the older people get the less they become capable to make true art... There are exceptions though. Like Kate Bush.
Her new stuff is still beautiful and poetic but there is definitely evolution and perspective changes as she ages. Which is good. I'm aging right along with her and I find that she is still making important music to fit the soundtrack of my life.
