Alright, so this is my personal theory here: Dignam knows Sullivan is the rat because of the CD, and the letter that Billy gave to Madolyn to open in the event of his death (which eventually happens). In the letter, Billy explains the true nature of what has actually happened, and either: A. Tells Madolyn to tell Dignam B. Madolyn, being a true believer of justice and public service, decides to find Dignam and tell him the truth When Sullivan goes to open his door in the last scene, he seems to put in the keys in but hesitates opening the door for a moment because the door is already unlocked. This leads me to think that Madolyn was directly involved in Dignam having access to the apartment, giving him a spare key or getting into the apartment thru other means, as she had lived there before and knew the place well. Why does she do this? A. Because Sullivan is a rat, she believes in justice, and he lied to her B. Because she doesn’t want one person on earth knowing that the baby she’s carrying is actually the result of an affair with Billy, and Sullivan seemed to put 2 and 2 together when he saw Madolyn crying at the funeral. C. Both A and B As to why Dignam would want to murder Sullivan? It’s obvious, for revenge of the death of Captain Queenan and the fact that he’s a rat.
Look at dignam's face. He held actual contempt and hatred for Colin which you could see. He just wanted to see some justice through, no matter how unconventional

What he should have done was waited inside a bedroom until he heard the front door close. He should also have had the hat on before he entered. Theres a good chance his DNA is all over the place
This movie completely lost me at the end. First off when billy sees the envelope on his desk why wouldn’t he go to one of the other cops immediately? What are they going to do kill him in the middle of the station? Also why when he has all the tapes later doesn’t he just take them to the police station to get Sullivan arrested?

Yes, great movie, actors, etc. But this scene is so unrealistic. Why would he shoot him right as he walks in with the door open? This Dignam guy is supposed to be a pro and needs to keep this whole incident on the down low. So, he dresses up like an assassin and kills the guy in cold blood all over the outside of the door with the door open? In reality, he could have just hid until the door was shut and taken him out. Minor detail, but drives me nuts every time.
