Years ago my friend had a 6, 4 and 2 year old. His 2 year old similarly babbled and you asked his 6 year old brother and 4 year old sister what he was saying and they would tell you with the 2 year old nodding.
My oldest didn’t walk until around 15-16 months. I attribute it to my ignorance and her large size. The next one walked around a year. The third I let flop around as long as she wanted, because mobility is a curse!!! Much easier to catch when crawling, let me tell ya! And they don’t get into nearly as much trouble!! She still walked around 13.5 months! Couldn’t keep her down, lolz!
My niece walked a couple days after her first birthday but started talking sooner. My nephew started walking before one year, but started talking clearly later. To this day, my nephew is more into running around, while my niece is more into drawing and reading. I guess kids push themselves in the areas. They really want to push themselves in.

This is my personal opinion. I could never have a conversation like this with my little one. They don't know a lot of words to express themselves. They do recognize tone of voice an facial expression. Yes he does seem to be saying "help me up". Maybe he gets carried and doesn't need to crawl.
