This looks very similar to the Puma Sea Hunter I had years ago. That was a diving knife. The blade is identical except for a serrated edge on top of mine. And mine had a red soft non slip material handle.

I think the leather string is used to tie the knife sheath top & bottom to either your thigh or calf.
