6:05 check out cubic meters orbital strike tnt cannon for how to improve accuracy if you're interested. If you align the tnt just right and use lazy chunks to store up the charge, you can shoot a payload to anywhere in a Minecraft world in 1 tick.

I believe something like this was already created. You could put any coordinates and it will launch duped TNT to that exact location. Its really complicated to build but so cool.

I know how to program in 68K & Z80 and let me tell you, it is VERY complicated, so to make that in Minecraft using redstone... yikes.
Fun Fact about Z80: Sonic the Hedgehog and other Sega Mega Drive games use a Z80 processor to calculate sound and play music alongside 68K.

Of course you could. Just place more than 64 redstone lamps, then set them to a number greater than 2^64 in binary.

No, of course not! It starts with 2,-1 and goes 2,-1,1,0,1,1,2,3,5.
Using trig and stuff it is possible to calculate the direction and force required for something in a ballistic trajectory to hit a given target position; with some non-minimal redstone computationery it should be possible to make the TNT canon hit specific targets; you could even make an aiming "screen" where if you're seated in the right position, your line of sight goes thru the switch (or whatever trigger method) on the "screen" towards the a target, and you use that to calculate where each switch should be aiming at.
I understand it might be a lot more effort than would be expected in a video like this with lots of ideas packet together; and maybe the unpredictability of TNT might make the effort somewhat unjustified. But in theory, I think it would be doable.

For the cannon one I made something similar but smaller and uses soul sand rather than gravity to position the tnt
I had to explain to my friend the difference between computational redstone builders and other kinds of redstone builders, idk if there are any names for other kinds of redstone build styles, I usually just call them computational redstone and mechanical redstone
