The way I read the Neutral Party event: You add the binocular marker as indicated but you ignore whats on the back of it and instead draw a stanger card when you reveal it.
Grognak will be proud.
The settler knew the bear would eat her buddy. So she shot him gently in the leg, so he'd fall and the bear would go for someone else in it's territory.

I like to think that the scaver saw he wouldn't Survive. Looked back at the Settler, and just asked for the mercy shot to put him down for now. If you had MVP, I'd say give it to him. Because his sacrifice made it possible for them to win wasting not only an attack from the Yao Gai, but also the turret.

So with the giant bear head the the sole surviver definitely cut off with a single swing, does that potentially mean traders are more likely to show up just to see the stuffed bear head? (No impact on how the game is played, just some lore)
