      10 is really ambitious. Not very realistic if you re a creative writing PhD alumni

      I don’t know anyone that has applied to grad school without already having a career job that helps pay for master/doctorate.

    so if you apply to a grad school out of state and get in - how do you avoid paying our of state tuition other than moving there a year before and getting state residency ?

      Legally, you cannot. This means if you're ever caught your degree is forfeit (can't lie on your app etc. - all programs have ethical clauses like that - so this stays with you)
      If you don't care - it depends on the school's requirements. Generally the worse the school the easier they are (like, changing your driver's license or opening a bank account in that state etc.).
      If you do care and live in the states, you can do what congressmen do - do the above as mentioned but also sublet a place there (a cheap room you'll visit for a few days). Then simply call this your permanent place and your current location your temporary place of residence.
      p.s. to those reading this - I strongly urge against this. If you are ever caught, your phd (or other grad degree) will be taken away and you will never be able to apply to another program (in US at least) without admitting you got caught and explaining why you lied etc. or continuing the lie which is even worse (chances are you could probably go to jail for fraud and there are so many other issues - is the risk worth saving 6-10k a year? your call)
      p.p.s. All of this has to be worked out during the process not after. In other words, if you already got in that means you've already submitted an app where you claimed to be a permanent resident (i.e. you've already lied). You cannot apply and say oh, I'll be a permanent resident after I'm accepted - the idea is they wanted for you to have lived there and paid taxes since that's how public schools are partially funded).
