The serum and Compund V are both Liquid and have the same properties ...they can be converted to gas under heat (basic chemistry) . The effects are different since Soldier serum is weaker and Compund V makes gives you a superpower. Both are serum but the effectiveness is different..Nuclear Radiation would affect both . Since we both know captain America wouldn't survive a Nuclear blast much less a bullet

Strength: Soldier Boy - almost as strong as Homelander and that’s a lot considering Homelander is 20% of what base level Superman is.
Durability: Soldier Boy - Bro literally 1v1ing Homelander who can easily punch holes through other supes and can speed blitz faster than bullets. Still comes out without a scratch or a bruise
Speed/Reaction time: Soldier Boy - He can react to Homelander’s and Butcher’s laser super fast while they’re traveling at lightspeed. He’s also faster than Black Noir who can out run cars easily.
Experience: >= - Both are hundereds of years old and were frozen.
Battle experience: Captain America - Captain America has fought in WW2 he fought in invasion of new York and he’s fought beings like Thanos up close but let’s keep in mind he was enhanced with Thor’s hammer.
Skills: Captain America - Captain America is skilled in numerous forms of martial arts and combat though Soldierboy is trained he’s not nearly on the same level as cap is.
HAX: Soldier Boy- Though his chest blast won’t be able to take Caps powers away he can still severely injure if not kill Cap if he decides to use his chest blast.
Winner: Soldier Boy, but only because he has HAX, Durability, reaction time, and strength. Though Soldier Boy isn’t really a real Soldier like Captain America is. He has a lot more power than him. But Captain America will give him a good fight though.
