The current 2018 UW-MADISON marching band drum major does that too (effortlessly). My junior son is in the 400 member UW-EAU CLAIRE marching band. Largest division 3 band in the country.
What does the crowd do? You mean they just cheer? This is a unique thing that Ohio State University has, and some other colleges do. Also, as you can see there is no game being played.

KT Dude... Massive excited cheering crowds exist everywhere man. And at the Ohio Stadium that crowd sometimes exceeds 110,000 people. It’s hard to beat. And the band performance is entertaining as hell and the drum lines really do add to the excitement. It’s awesome! I’m sorry you don’t get that added level of excitement and entertainment at games in your country. Why do Europeans always trash talk our way of life? We are Americans. Americans are extra as fuck! Why? Because it’s fucking fun as hell and why not?
