Oahu man cited twice in two weeks for lay net violations

  • The State Department of Land and Natural Resources says enforcement officers cited an Oahu man for multiple lay net violations.
    State officials say Bryan Okawa, 56, of Kaneohe was first cited on January 20, 2018.
    The DLNR says two enforcement officers saw Okawa off Wailupe Beach Park pulling long, continuous sections of lay net from the water. He was then seen loading the net into a red kayak
