This is all a matter of business...... approx 150 years ago every house in India was built with lime. Every village in India had lime making *Bhattis*. But the britishers banned the use of lime in building houses. And then they exported limestones from India to UK and there they made cement using the limestone. That cement was brought to India and used in building houses. We had to purchase cement because lime was banned. And thus the britishers made huge profit. In the course of time we lost our heritage and thus lime is lost now.
In fact the britishers did all the things in which they could extort Indians & make huge profits. They used our resources and sold the products to us at high prices, but they never permitted us to produce the same things so that we may also make advancements and grow.

The word cement just means binder, I think what he meant to say is Portland Cement. Portland cement is a very heavy emitter of pollution in the world and also the most common building material currently.
The process of making lime cement requires lower temperatures in kiln and as the lime cures (carbonates) when you build with it, it actually absorbs carbon dioxide in the setting process, which makes it carbon neutral.
Portland cement is very quick and economically cheap, but starts to deteriorate in century. vs Lime requires more labor but ultimately lasts for centuries when built correctly.
Lime is breathable and has been traditionally used for its disinfectant qualities as well. It is a really beautiful material to work with and can be made locally on a small scale.
