Well i bought an RtX 3060 12gb gigabyte oc from used market for about 18k so i would suggest u try to go for 2060 super at least for 15k cuz it power draws around 175w and most probably u will get a huge boost from those extra RT cores in rendering and over all as time goes u will get far much better performance from an powerful Rtx card rather than an old GTX and all the AI based software or stuff will definitely work on RtX example the coming chrome extension to scale up 720p video to 4k it only gonna support rtx cards and btw there is not much difference in rasterize performance between 1080ti and RTX 2060 super so if u wanna use ur card for 3 years atleast then i will say go for 2060 super for 15/16k it will be much better deal with RTX and dlss support cuz dlss 2.5 looks much better and it is hands down much faster than 1080ti on any software using hardware acceleration.

Do not try to get 2060 or any RTX if you like by looks then you can
