Before helping you further, have you research or tried to apply to enroll in some Universities here? I can’t help you so far until I know what you’ve done and what specifically you want for your studies.
I applied online together with the soft copies of my documents and sent them by post too. I only submitted the certified copies with the original official stamp (notarization). No translation (usually when docs are written in Filipino) is needed since all my docs are written in English.

Once requirements are done, then apply online (incl. uploading docs), pay the fees, and send them by post. They will notify you once they receive your payment and docs, and you can track the progress after that.
