Office 365 subscription is needed to use XLOOKUP, UNIQUE, SORT, SORTBY, RANDARRAY, SEQUENCE, FILTER, XMATCH and STOCKHISTORY functions. On 27 June, 2 more new functions called ARRAYTOTEXT and VALUETOTEXT were released to 50% of Office Insiders.

XLOOKUP won't available in Excel 2019. You need to purchase Office 365 subscription for the new Excel Functions like XLOOKUP, XMATCH etc., You can also try Excel online, which is free.
