Simple answer, a 17" 720p monitor will theoretically look as crisp as a 24" 1080p monitor. It all comes down to the pixel density. So, as you increase monitor size, you should increase resolution as well.

Depends on the monitor if it's a 768/720p monitor or tv it will look fine. If it's a 1080p monitor you need to disable scaling there will be 2 black bars on the top and bottom but the pixels will not be stretched to fit the screen.
if you notice the snow on lara's hood you'll see that 1080p provides much more detail than 720p even on 720p displays (it's not noticeable if you're not currently using one), despite the slight blur that only really becomes a problem when compared to actual 1080p but it still can be reduced by changing the resolution scaling. Personally I think that lots of slightly blurred particles look a lot better than few non blurred particles. It basically acts like super sampling since that's what it essentially is if i'm not mistaken so I leave my anti-aliasing off as well to further reduce the blurring to an amount that makes the game look great.
That's the illusion of consumerism. 720 is still great to me but now that 8k will come out if you try playing a 720p clip on a "8K" T.V. it will probably look like 360P. Companies will keep on "improving" quality because they need to sell.

I booted up one of my favourite games (warframe) and it looks insanely more detailed in every aspect especially effects like explosions, fire, and abilities. It's not consumerism there's real benefit to higher resolution but if you don't care about better graphics/quality in games and videos you do you and keep the display you like using then there's really no need to rationalise your choices with misinformation.
textures make no performance difference though. the only difference is in VRAM. and dropping your res to 720p would save you about 200 MB of VRAM which would only be useful if you have a 1GB card.
In some games the difference is quite negligible. But in Tomb Raider especially, the difference is huge. Still, if its the performance you care about more, 720p is definitely very tolerable.

You made the test in 2 diferent display? Or you just down de resolution? Cause when you use a monitor with a 1366x768 native resolution the definition is more bright, i dont think is fair make the comparisson with a 1920x1080 native display just changing the resolution.

I watched it on a 1080P monitor and they all looked pretty much the same. only difference I could tell was the 1080 looked a little sharper but not as good as the 720. I was viewing it with youtube and my monitor both set to 1080.
I just play games in 720p low because I don't care about graphics, except for blooms, lighting, particle, lowest shadow setting and readable map textures like posters because those are essential for immersion and I don't see too much difference between 1080p and 720p. I think it's a healthy habit for my pc to sacrifice the things I don't even need to be processed.

Since I have a 17" CRT monitor, I sometimes choose 640x480 resolution to get a higher fps. 640x480 is the minimum resolution that can be selected on a PC. My CRT monitor supports the following resolutions: 640x480@120Hz 800х600@120Hz 960x720@110Hz 1280x960@90Hz 1600x1200@75Hz 1920x1440@60Hz

Yeah, I have a medium end gaming rig, now with my 720p monitor, I can pull ultra graphics and my experience is way better too, though get a 1080p or 1440p if you have a high end gaming rig

There are cheap 1440p monitors out there and if you get a gtx 1660 (200 pounds) then you can run 1440p ultra on MOST games. For example instead of exytreme or ultra, for 60fps you need to turn it to high on metro exodus and it still looks great. I would say thats a better choice at least on bigger screens
