I think that the Neospeech Paul voice conveys the message best, as well as some of the live voices. I think I’m just used to the Paul voice so I can easily get information from it.

There’s an old school Weatherstar Emulator that you can find somewhere on the Internet. I have it on my computer but I’ve completely forgotten exactly where I got it from. (Weatherstar is the name of the system cable operators were given by TWC to get local conditions, radar images and forecasts.)
