Horn didn't beat Pacquiao because of the judges; the fight was actually close thanks to Horn being allowed to headlock and wrestle the entire time. Horn beat Pacquiao because of an incompetent referee. If the guy in charge of the Horn/Crawford fight also worked for the Horn/Pacquiao one, there is no way in hell Horn would have won that.
