Here is a mini guide for someone who wants to know a good setting:
I tested them in 3 different pcs.
80-100 fps = use 20-30%
100 - 300 fps = 46-60%
300+ = your preference (don't make it reach 100% blur)

imo that motion blur is too much, smooth videos rely on good recording and rendering settings to create a frame blend which looks like motion blur, you shouldn't use actual motion blur to replicate that
In game without motionblur it looks really choppy and bad that’s why a lot of people wants motionblur but with renders it’s also really good to tho

never use motion blur in games like these, such as Valorant, CS:GO and other games.
You can use motion blur on story games or like that sort.
Motion blur makes it difficult to aim, and might give you headaches, and it also affects your FPS.
All these CZcamsrs you see with motion blur, it is not motion blur that they are using in the game, but they edit the video and add motion blur afterwards
