Hello i think for EDC15c2 1 plug
We just need to immo off on eeprom !?

Yes in general for one plug ecu only eeprom is required, even if you only remove eep, car will also start on some old sw edc15c2 (1 plug ) for PSA. But for other 3 plug is required eep+flash.
