I just happened to read your comment again, if by single bics you mean those disposable one...then in my view, you're better off getting rid of those.
Use the Nivea shaving gel as you are doing, in combination with the Gillette Skinguard (it doesn't matter if the product is apparently designed for men, just try it and see if it is a better experience. I expect it will be a much better shaving experience!).

Sorry for the delay in getting back to you. Work has been very, very busy recently.
From my personal experience, if the most important thing for you to is to prevent ingrown hairs, razor burn and rashes, then you ought to consider Gillette Skinguard Sensitive. I would assume that it would also work for your head. Perhaps if you go against the grain (which is something I would usually not recommend for sensitive skin), then it will produce a BBS result for you.
Although, in my humble opinion, the Gillette Skinguard Sensitive is truly excellent for sensitive skin, it will not produce the closest shave.
The closest comfortable shave, from the cartridges that I have used, was the Gillette Fusion Proglide, however, it does give me ingrown hairs, and so I stick to Gillette Skinguard Sensitive.

Why does irritation occur when I use skingard?

Thanks so much for commenting.
You can try the below:
1) Keep in mind the direction of your hair growth and ensure as much as you can that you're not shaving against the grain.
2) Reduce the shaving frequency. If you're shaving every day, try shaving every 3rd day.
3) Try as much as possible to let the blade do the work rather than pressing down on the skin (although sometimes a little gentle pressure may be required for some areas).
4) Rinse the area with warm water and ensure that the blade is also warm before applying the shaving gel. I don't think you need to waste time "soaking your hair" for 15 minutes...a quick rinse will do just fine.
5) Do not use aftershave after shaving...use a unscented lotion. Your normal Vaseline lotion for sensitive skin is fine.
