He uses a special kind of upper crust British accent known as RP (Received Pronunciation), the kind of British accent that hardly any normal British person uses in real life. They probably asked Patrick Stewart to convince him. Sir Patrick and Sir Ian are best buds in real life, and Sir Patrick worked with Seth on American Dad.
It's not so much that Seth or any other voice actor can do voices. I can do over 100 and I'm a voice match for 3/4 of Mel Blanc's characters, Don Messic, and about half the voices that Tom Kenny does. The thing that sets them and most other voice actors apart from me or other actors, is their ability to emote and make you believe, just woth their voice, that they are the character and are experiencing what the character is and feeling what the character is. Most of us are lucky to be able to just mimic a character. It takes a lot of acting and improv skill to be a character, to sell it with just your voice. That's how good Seth is when he does that with multiple voices.
