According to Kaala Purusha thattuvam -
4th house (from Mesham) is Kadagam which is viddhai sthanam or the house of learning. It also has relevance to mother and overall well being in life.
When someone has to learn education or a skill, he has to have patience and concentration. Jupiter is a planet which signifies these two qualities. Hence, Jupiter is exalted in Kadagam which is the 4th house.
Mars on the other hand signifies aggression, anger, passion and drive. Mars is debilitated in the 4th house as these are not the qualities that are required to learn or educate oneself.
However, the 10th house is Makaram (Thozhil Sthanam or the house of one's profession) Here, the qualities of Mars is required to excel in profession and survive in life. Hence, Mars is exalted in Makaram Rasi.
Jupiter will be debilitated in Makaram as the qualities of Jupiter such as patience will not be sufficient to elevate ones career.
