Hello, I'm international student from korea. Let's assume that I passed ged at average of 190, got more than 1500 at sat. Then what liberal arts college i can go as best as possible.
These are pretty high scores so you could apply to really good 4-year schools other than just community colleges

No.. U must need to complete ssc or equivalent.
Nah. You need to complete 10th grade first. GED is a 12th grade high school equivalency. Not same, and most universities will want an average of your 9th-12th grade results.
