    ‘Boom state’ Gujarat has a per capita income twice that of ‘laggard’ West Bengal, but the two states have nearly the same share of population under the poverty line. Stunned?
    Released earlier this month, the Niti Aayog ‘National Multidimensional Poverty Index: A Progress Review 2023’ defines poverty as going much beyond per capita income. In Ep 1281 of Cut The Clutter, Editor-in-Chief Shekhar Gupta delves into the Niti Aayog report - based on Modi govt data - to explain the different criteria of poverty, and how it turns conventional calculations on their head. Based on data mined from the index, he explains why Bengal appears to be doing better than Gujarat on many counts.

      Gujarat is at the Exact same Spot where Inditrialised Nations of World in 1914 were-The US, Germany and the UK etc with Poverty, Malnutrition, Unequal Wealth etc, But they Porgressed With Time becoz of Large Manufacturing Base and Gujarat will head the Same Path, But Does WB have any Guarantee Becoz it Doesn't have any Large Industrial Base, World Class Infrastructure, Capital etc like Gujarat and Should have also Stated that Gujarat's Just Merchandise Exports in 2022 is a Huge $ 147 Billion Dollars, Or Simply 1/3 of All of India's Total Merch Exports, It ahows Gujarat's Huge Industrial and Manufacturing Power ,And Gujarat has almost same number of Billionaires at 86 to Germany at 100, This Shows Huge Gujarati ENTREPRENEURSHIP

    if WB really wants to develop as an all rounder including both HDI and economic parameters, its should follow the inclusive model of Tamil Nadu and not Gujarat... because TN has shown positives in both sectors of economy and literacy and such parameters, while Gujarat development is merely restricted to making money

      We love people from Tamilnadu, but I have to tell the truth. The truth is TN is far behind WB in HDI or economic parameters. Just see the education sector, Public schools of TN it so bad that its own population don't go there and there is sharp decline in enrollment, people are shunning Tamil language school for private english medium school. Higher education in TN is basically sold to politicians and private business by the successive govt and they charge hefty for studying in those thousands of very low quality private institution as the public institutions are not available. Recently there are some recent effort to open govt colleges in remote corners which increased the enrollment. But still lots to be done. in WB , 98% of school children goes to study in free public Bengali medium school, higher education is free for all resident of WB (its like France and Germany, free university education for all) until the end of the university and is 100% govt public funded. And this existed for last centuries. Similar things happens in public medical facilities or similar sectors. So naturally TN is far behind than WB. Also irrespective of good industrialization of TN is still behind WB even though long ago WB moved away from low wage manufacturing and geared to SME(small and medium enterprise). And regarding distribution of wealth, I think no state in India can overcome the amazing success of WB.

      ​@@challenger539 Yes, if you can only write alphabets, you are literate in India. While in West Bengal if you finish the University then only people consider you as literate. That's the difference. And on top of that University education is free for all resident of West Bengal, its 100% funded by public money and owned by govt and accessible for all resident (its like France and Germany, free University education for all of its resident). So rest of the Indian states has to pass another century to even come close to education system in West Bengal.

      ​@@yami6499 Bengalis goes everywhere, all over the world to explore, to find new opportunities and for search of something new, they are the first Indian that went to America and Britain even before any other people of India. It does not mean there is nothing in their state. Also Kolkata has the highest inward migration of people among all other Indian cities and states and Kolkata has a substantial population of Gujrati people. Then does it mean that in their own state Gujarat they didn't find any opportunity? Ofcourse not. Human migration is more complex.

    As a bengali who has lived in bangalore and mumbai(and absolutely love Kannadigas and Marathis) , i can definitely say, the indicators that bengal is ahead of gujarat (barring cooking oil) is marginal, but the biggest indicator (GDP per capita) gujarat is ahead of bengal by 25%. The PROs far outweighs the CONS. I'm not blaming any single government, but I feel, this comparison is bit of a pointless exercise. If i'm an 18 year old person with basic skills, looking for a career and job, where do I go? I don't think the answer is that difficult.

      I think average GDP per capita figures can be misleading as the wealth inequality in Gujarat is v high and it therefore, skews the figures q heavily. These indicators goes to show that the wealth in Gujarat is not being used to improving the lives of the most disadvantaged groups of people - which is ultimately an important part of a govt's job.

    As a Bangali of Uttarbanga i.e. Northern part of WB I can tell you huge no of people are migrant workers who are going for work in states like GJ, TN, KT, KL that was revealed during the Lockdown. West Bengal has minerals previous industrial set ups places like Durgapur Asansol and also Port facility, educated minds still if we are having to Catch up with states like Gujrat that tells the grim situation of the states. You guys would not believe how much the Literate people of Kolkata ignore the plight of us i.e. Rural Bengal.

      Bengalis are going to Gujrat, tamilnadu etc for job ... gujratis are going to US, Canada for jobs. Most of the gujratis in us and canada are doing buisness, few are doing menial jobs. What I want to say, not only highly educated gujratis, even ordinary gujratis are moving to abroad. Bengalis generally do not move to abroad.... they generally move within the country...

    Being a Bengali who have spent last 13 yrs in Rajasthan and Gujarat, I feel that barring the Malbhoom regions of WB there's no honest justification that why there can't be access to nutrition and clean drinking water for the state...
    A huge fish eating population having access to rivers and the highly fertile river basins.. Compare it to places of Gujarat like Patan, Banaskatha, Anjar, Morbi.... Even a water supply of 300-400 TDS is considered as clean water there. Given it's geographic advantages WB should have done much better than a geographically ill fated Gujarat.... And that's why Gujarat is a success story.

      ch**** jaisa baat mat karo, gujrat has a huge vehicle manufacturing sector, textile and dairy sectors which employs a lots of people there, economically cotton is more valuable than jute, gujrat is one of the biggest producer of that, but for bengal, we have one the highest no,s of MSMEs here and a wide population depending on small business and unrecognised sector jobs which is generating a good income for the population here. gujrat may not have fertile land to produce grains but they have many other valuable crops to earn. comparing gujrat and west bengal is totally useless, the land dynamics, population, food habits, industry everything is different in these two states!

      GUJARAT BUSINESS COMMUNITY IS VERY STRONG- THEY HAVE MONEY TO INVEST AND I HAVE WORKED WITH GUJ BIZMEN AND DONE CONSULTANCY FOR THEM- THEY HAVE MONEY AND THE RULES OF SETTING UP INDUSTRY THERE IS VERY FRIENDLY. LAND IS FREELY AVAILABLE AND HENCE THERE IS NO IMPEDIMENT TO SETTING UP INDUSTRIES IN GUJRAT. LAND IS NOT AVAILABLE IN WEST BENGAL - HOW WILL INDUSTRIES COME UP/ BUT WHATEVER INDUSTRIES WERE THERE ALL RAN AWAY DUE TO CPM UNIONS GHERAOS, STRIKES AND MILITANCY. YRT I DID NOT FACE ANY PROBLEM IN MY AREA NEAR DIAMOND HARBOUR

      @@asitavac try to understand the land issues here, gujrat has hundreds of acres of abandoned infertile lands, but here in bengal our lands are fertile enough, good water sources are available for all year round agriculture so farmers don't want to loose their lands to industries because at the end they will get only some labour job there with few lakhs of compensations in some cases, so mostly they oppose to give their land to the industries, govt has many lands outside Kolkata and those are start developing to become business parks, manufacturing hubs and IT hubs, you can search for Bata leather complex, ecospace phase 2, Newtown actions areas 1-2 on google to find the ongoing projects there

    Sir, have you considered migrants and migration in this? I believe Gujarat is net importer of poor labourers while WB like Bihar and UP is net exporter. If poor people from other states will keep coming into any developed state they will always have significant amount of poor people despite higher economic growth.

      Migrants need not be necessarily poor even wealthy and middle class migrate in search of opportunities...which kind of balances out.But the point is the inequality of demographics shows a yawning gap in gujrat and mediocrity is written all over in Bengal...statistics do tell a story and break myths amongst hype and hoopla.

      Vegetarian or Non Vegetarian is not that big of an issue. It is about nutritional information, access to good food and it's affordability are key issues

      No offense, but my Gujarati friends are happy eating just khichri (without large quantities of veg inside), fried stuffs in besan. That's surely not too nutritious. And let's not compare this with vegetarian dishes in Punjab, Haryana as they are way superior in terms of nutrition. Lastly, if someone thinks people of west bengal eat only nonveg food for nutrition, that's far from truth, they eat almost anything that trees around us produce, which other states never thought were edible 😄

    Shekhar conveniently fails to mention the fact that people from across India, mainly WB, Orissa, AP, Bihar, Rajasthan and UP, keep migrating to Gujarat every year. Even bangladeshi, nepali flock to Gujarat in large numbers every year. This is the main reason for Gujarat lagging behind on poverty indicators.
    Maharashtra, Karnataka, Delhi also face the issue of large scale internal migration

      @@samhithreddy5044 Yes.. Of course check surat, rajkot etc.. Huge fishing and textile workers go to Gujarat. There are 2.5 Lakh Telugu Speakers in Gujarat. Of these 1.5 Lakh from AP and 1 Lakh from Telangana.
      FYI - I'm Telugu guy from Hyderabad. 😀

    The condition of rural part of Bengal is really alarming. Whatever jobs people do in rural Bengal are mostly migrant workers in states like TN, Karnataka, Kerala, Maharashtra, Punjab, Goa….Bengal has now left with almost no industries and freebies provided by the current government is what which shows some what developmental results in certain criteria….But overall the situation in Bengal is very grim and it’s a mockery to compare Gujarat with Bengal…..

      No jobs are available in any village of India except daily agriculture labour or few panchayat jobs or 100 days works. This is true for all India. Also in India merely 7% people (3% govt + 4 % private) has a REAL proper job, i,e a job that pays some benefit besides salary and Govt of India consider it as a real job, and rest of the 93% people do something or whatever (either unemployed or work as daily labor, self employment, have small business etc). So it's not surprising that in India, villagers are much poorer than cities as there is no job in the village. So if you look for job in village, sorry that does not exist anywhere in India. So either you move to city or be happy with doing agriculture (that is also a very reasonable viable option.)
      But even in such bleak scenario of unemployment in India, West Bengal has much more high quality good public sector job in large numbers than any other states of India. But most of the jobs in Bengal are geared towards higher education means you have to be higher educated to get those jobs. But that's not a problem, as higher education is free (until end of the University) and accessible for all resident of Bengal.
      Regarding migration of Labor: People always move, Bengalis goes to every parts of the world for search of better or new. That does not mean there is no jobs at home. Also remember Kolkata has the higher number inward migration of labor in India. In business side, Bengal used to have all those large scale business and they moved to Gujrat, Maharastra just because labour are cheap and un-unionised (that equate to having no labor rights) in those state. Nowadays no one in West Bengal would love get exploited and getting peanut in large manufacturing industries. So most the jobs in West Bengal are high quality public sector jobs in higher education and in small business. Bengal has excellent good growth in SME (small & medium scale enterprise), most of the business in Bengal are now in SME and 11% of Indians SME business are from Bengal. This is the trend in the modern world, where in most advance countries most of the business are in SME, while large scale low wage manufacturing are left for poorer third world country (for example in the Unites states nowadays 98% of business are SME while low wage manufacturing left for poor countries in Asia).

    Thanks to NITI ayog for publishing the detailed report. Both of these large states lag when we look at HDI . Gujrat is 23rd while West Bengal is at 26 th position anong all states which clearly indicates Gujrat' s model is 'K' shaped which widens the wealth gap between rich and poor with time while West Bengal model is mainly agricultural and 'K' driven (Kolkata). We citizens should urge both government to work towards meeting the world standard of HDI.

    There are multiple missing factors here:
    Gujarat holds massive population of vegetarians who needs to eat more proteins.
    Gujarat being an industrial state attracts more people from other parts of the country. Those obviously are carrying massive population of under poverty line.

      Official unemployment figure in West Bengal is only 4.8 %.
      Also there are MORE good quality jobs in West Bengal than in any other state of India. But one has to do though higher education (College/University) track to get those jobs. Drinking water situation is not bad at all (except some areas that have problem of arsenic).

      @@escee6280 Simply you don't know. Regarding migration of Labor: People always move, Bengalis goes to every parts of the world for search of better or new. That does not mean there is no jobs at home. Also remember Kolkata has the higher number inward migration of labor in India. Anyway most of the jobs in Bengal are geared towards higher education means you have to be higher educated to get those jobs. But that's not a problem, as higher education free for all resident of Bengal. We have very number of high quality Jobs (much more than other states) in public sector.
      In business side, Bengal used to have all those large scale business and they moved to Gujrat, Maharastra just because labour are cheap and un-unionised (that equate to having no labor rights) in those state. Noways no one in Bengal would love get exploited and getting peanut in large manufacturing industries. So most the jobs in Bengal are geared towards higher education. But Bengal has excellent good growth in SME, most of the business in Bengal are now in SME and 11% of Indians SME business are from Bengal. This is the trend in the modern world, where most advance countries most business are in SME while manufacturing is for poor third world country (for example in the Unites states 98% of business are SME).

    Shekhar Sir, With a gdp per capita of Rs 55000 which is about one-fifth of Gujarat, a reduction of 18.13 percentage points in headcount ratio with 2.25 crore people coming out of multidimensional poverty, Bihar at least deserved a footnote. Its staggering as well as disheartening to see how little media coverage Bihar gets in the national media including in yours. And whatever little there is , how does it always turn out to be negative !! Its as if nothing good is happening in the state and its just a basket case which only has a little value during elections. Atleast try and highlight the issues in the state from a constructive angle so that instead of demotivating the people of the state , it can give them HOPE. Bihar was to India and its people what India was to the world in the olden times ; Bihar is to the Indian media and people what India was to the world and global media maybe till the late 2000s and surely enough ; Bihar will be to India what India wishes to be of the world in the future.

    There is a data test, and then there is the EYE TEST. Gujarat, Maha, TN, and Ktk offer much more opportunities than any other state in India. Standard of living wise Goa and Kerala (except some regions) are the best. India's true laggards are Bihar, Jharkhand (surprisingly, a mineral-rich state that never deserved to be a laggard), and WB (once a dominant force of human capital that has been dysfunctional for years).

    Population of WB is probably 2X than Gujarat that explains the percentage. As others pointed out Kolkata is an established city with all amenities for ages. WB went to poor from rich but Gujarat the other way round. I grew up in Kolkata I have seen it declining rapidly. SirG I would welcome you to visit Bengal and live at least a considerable amount of time. Bengal is blessed in many ways like availability of water, food, good connectivity, strategic location, etc. Bengal should do way better.

      Your assessment about West Bengal is correct, but Gujrat has been a rich state for a very long time, in fact historically the 2 most richest provinces of India was Gujrat and Bengal because Gujrat was the trading hub and Bengal the agricultural hub. So Gujrat was a rich state which has remained rich where as West Bengal has seen a downturn in it's fortunes (but that is because of multiple reason like Partition, poor industrialization policies etc.)

      WB is a state where there are huge migrant population from neighbouring states of UP,Bihar and Jharkhand. So these 'migrate' analogies are just like passing the bucks!!!! In fact most states face this, no biggie.
      In fact without migrant labours Gujarat economy will not grow coz they need huge manpower for their industries and Gujraties can't do such labour intensive work. Hence migrant contributes to the growth story on the contrary. Hence it's a flawed analogy to again misguide and do the PR hype which has always been the case.

That is more than three times per day. Kerala’s population is about three crore people and it is estimated that there are 31 lakh migrant workers in Kerala. I don’t know the statistics of Gujarat though.

    I have a question here. Majority of young Bengali population are outside both in blue and white collar jobs. We jokingly call some areas of Kolkata and Howrah old age homes because kids are staying outside of WB. So the income of the population staying outside Bengal counts to the per capita income of WB or the state they are residing in.

      GDP numbers generally count in the place they make money so it won't be in West Bengal. But when they send money back home and people spend the money on various things (food,housing,clothes,etc), that counts in the GDP of West Bengal.

    What we are seeing in NITI Aayog is simply a headstart advantage that West Bengal always enjoyed. It is an advantage that West Bengal is squandering away.
    Gujarat grew up from the bottom. 80s and 90s Gujarat was a drought prone backwater like UP or Rajasthan today. Beset with political instability, lack of state institutions, obstructionism spearheaded by India's leftists and Andolanjeevis stunted it's growth. Things changed since the late 90s, political stability that BJP majorities brought, focused that State's resources to economic development. Much of the State is still Work in Progress and that's what we are seeing. And with more tax revenues and resources, I am confident that Gujarat will focus on those lagging indicators.
    Contrast that with West Bengal, it was a rich state endowed with resources and infrastructure and blessed with educated urbanites and industrialists, created in 1947 - far earlier than some of our rich Southern states. But West Bengal's growth has stalled, political stability it enjoyed turned into autocratic violence. Any advantage West Bengal had was let to rot and atrophy. West Bengal is not beating Gujarat in MPDM indicators because it did something new or brilliant, but it is beating Gujarat because of institutions that were established prior generations ago are still somewhat functional.
    Odissa is ahead of West Bengal, soon UP will surpass it as well. IMO, Odissa and Gujarat would be a better comparison but comparing Gujarat with WB is an editorial decision.
    Side note: Besides, no State has made headway in it's poverty intensity indicators but I suspect it is still early days. MPDM is still a fairly new index. However, with such marginal decline across states, I doubt State Govts have anything to do with reduction in Poverty Intensity. Any reduction probably came from Centrally Sponsored Programs.
    (And Yes, I spent 3 days reading through every detail in NITI Aayog report.)

      However, I'd like to point out -
      1. The graphs and figures mostly show that Gujarat was ahead in most of the metrics but just isn't growing fast enough; while WB is a laggard state that has just been focusing more on Human Resource development.
      2. Has Gujarat really been that poor? It's been the crown jewel of textile and gem export; now with huge oil refineries and big ports, with not even that bug a population... So I'm not sure that your wannabe David and Goliath story even stands up for real.
      3. For the data at least it seems that the difference is not about capacity or starting points; it's about priorities. While you can see Gujarat has made huge improvements in GDP and industrial output; that's mostly benefiting only the upper section of society and poor people there remain to be a miserable undernourished bunch; frantically chanting modi modi for their PM who doesn't really seem to give a F about them once he got their votes pocketed. It's easy to sell this cock and bull story anyways.
      WB on the other hand seems like it has been working to bring people out of poverty, at whatever expense. It's working at least. (For context, this is coming from someone who hated Mamta Banerjee, and I still dislike her. And I've been an avid supporter of BJP; but am less inclined to fall in the line of Andh Bhakts, especially after observing systematic dissemination of democracy one bill after another and this blatantly immortal/obnoxious way they are using their power and pushing polarizing elements in the forefront to break apart the harmony of our nation for their electoral gains like they did in Manipur.)

    Reduced multiple dimensional poverty is largely due to the remittance by huge number of migrants working in other states, Gujarat in particular. The case is similar in Kerala where the remittance from people migrating to other countries especially Gulf region has helped in raising the average income level. State governments in both the states have absolutely no role in the increase in per capita income. It would have helped a lot if the governments in these states had come up with schemes and policies to build entrepreneurship and thus build a foundation for sustained growth of employment. Unfortunately the state governments repeatedly failed and continue to hoodwink the public by gimmicks.

      Don't agree with your theory, affluent Bengalis move out of Bengal with families, there for they contribute to the economy of those perticular states, and if we talk about labour categories, how much do they earn? how much they can afford to remit? only 1.5 lacks labourers work out of Bengal to other states and Bengal have population of 10 cores, so how much difference can they make in Bengals per capita income? Kerala case is different because a very large populations work abroad, and they earn a large sum of money, there for they remit a huge sum of money, infact 70% of India's foreign remittances comes to India because of kerelites.

      What a joke indeed ! Let's first feed your own people in Gujrat, they are hungry as your businesses pay so little wage to them thats why they can't feed themselves, which the reason for such poor index. And all big businesses in Gujrat are running their business in SEZ and not paying any corporate tax, extorting common workers and siphoning the money to foreign bank accounts. So naturally all this high gdp/capita gdp is true just on paper.
      You need to have another century to even come close to human development with WB. And regarding business we don't do anymore low wage large manufacturing that we used to do all these 70 tears ago, nor we allow any SEZ that don't pay tax. It's bad for our workers and bad for our society. Our state earn huge revenue from great public sector businesses and from millions of SME and invest that money for common people and for free public service and create jobs. Naturally it not surprising we are ahead of economic and social indicators.

      ​@@honeysupWB is No 2 in MSME. They are all in domestic tariff area paying taxes to the gov. Around 90 lakh MSME feeds 1.35 crore families in Bengal. Many are single man enterprise. The Nano factory in Sanand Gujarat at 1100 acres employs 4500 people whose average salary is between 12,000-15,000. Automobile industry doesn't generate employment. For every 2.5 crore investment, 1 person gets a job. Bengal model is diverse. Tourism contributes 13% of state GDP and employs 15 lakh people. Agricultural families are 71 lakhs. Bengal is always the top state in agricultural production for quite a few crops. Plus crop diversification, collective farming and non farming activities contribute a lot. IT industry is growing rapidly as well with new companies from abroad opening offices in New Town. Hope this helps!

    In time West Bengal 's per capita income will be half of national average the way its government is functioning. Already govt staff are getting 30% less emoluments compared to central govt staff which is going to deteriorate further if govt policy of not paying DA continues. No heavy investment in industry have come to west bengal in the last decade and present industrial production has stagnated.It appears that Modi's govt is also unwilling to lend support for industrial revival of west Bengal as all new industries are going to south or west indian states or UP.

      Bengal don't need heavy industries or large manufacturing. That days are gone. Nowadays no one in Bengal would love get exploited and getting peanut in low wage large manufacturing industries. Bengal used to have all those large scale business and they moved to Gujrat, Maharastra just because labour are cheap and un-unionised (that equate to having no labor rights) in those state. Bengal has excellent good growth in SME, most of the business in Bengal are now in SME and 11% of Indians SME business are from Bengal. This is the trend in the modern world, where in most advance countries most business are in SME while manufacturing is for poor third world country that uses cheap labour and pay low wage (for example in the Unites states 98% of business are SME). Also there are more high quality good job in public sector in Bengal than in any other state of India. But those jobs are more geared to higher education. But that's not a problem as higher education is free in Bengal and accessible for all of its resident.

    I will take higher per capita income and job creation over improvement in some bureaucratic index on poverty. But why are these the choice on offer ? Why can't our political parties run efficient governments that can focus on generating growth while delivering essential services to the poor.
    PS : I just checked the jal jeevan mission portal, there it says Gujarat is at 100% , having completed connecting rural homes with taps. West Bengal is shown at less than 40%. While this index says 8% people have to walk more than 30min. Is this a data problem more than an income paradox, just a thought.

      Thats very true. If one takes out the Top 1000 (or even 100) earners out of the Gujarat List, per capita income of crores of Gujaratis might be less than West Bengal's. And the support they receive from State and community might also be lower than in WB.

      @@jusmeetsingh1907 Unlikely as Gujarat has a very large number of registered SMEs. I know people like to hate on Gujarat because of its politics, but the state has a very robust economy. It does have the disadvantage of a large desert and relatively large tribal population {tribal populations are generally less economically integrated because of the way our laws are structured} that greatly impacts inequality.

      Thats very logical what you said, provided that gdp/capita is true.
      It seems this high GDP/capita of Gujrat is true just on paper, while the common Gujrati don't have access of that excess money. How it's possible ? This is possible because this gdp or gdp/capita bump of Gujrat is partly due to (a) investment (private) in infrastructure where the ports, road are leased to businessman (b) party due to big manufacturing business owned by big business houses that pays peanuts to workers and own the lion share of that money. These although increases the and gdp and gdp/capita figures on paper but in reality common people dont have access of that money not their per capita income is increased, rather its those big business whose income increased many fold. It means that gdp/capita income does not reflect the true per gdp/capita of Gujrat. It actual value is much lower. Thats the real reason that all this indexes are low for Gujart because common people are at all not rich as falsely displayed by higher gdp/capita number.

    Yes, migrant population increase poverty, take case of Maharashtra huse influx from North India ,Bengal , Bangladesh , Nepal , Few Baluchi looking population also visible on foot path of Pune railways station road , Byculla footpath, few district of southern neighbour .Most of Minister From earst while rulling party in Maharashtra which ruled for decades settled miniority communities from Bangladesh and changed demographics of Panvel , Kalwa , Mumbra, Byculla , Now Pune Kondhwa , Auragabad , Sudden influx in cities like Dhule is also noticeable. In 2018 I again got opportunity to come to Pune.. and visited Railway station late at 2 a.m. it was Full of people sleeping outside the station... Even Pune weather has changed because of the sudden growth in Population.. sad thing is Infrastructure has not kept pace with it.. even today we don't Full operational metro which was proposed before banglore metro ..       Omega 3 fatty acids are richer in animals as opposed to plant based foods. That's why this shortfall usually requires supplements like Cod Liver Oil.
      Pulses/dals are protein sources their concentration is lower than that in non veg food or eggs (compare 100 gm dal vs 1 egg). That is as you would call it "basic" "ecological" knowledge?...I'd probably call it "dietary" knowledge. Soya is a rich alternative (but expensive compared to dal). Also expense is not kg v kg, it's about quantity needed to fulfill nutrition.
      I don't know what's wrong with your day...but you don't have to assume that the world is full of idiots.

    A major reason of this is that since 2010s migration to Gujarat has increased and thus the increase in BPL. This will change in a other decade when these migrant families comenoht of poverty. There was always migrants in Gujarat but that incread since 2010s because if the increased growth under NaMo. In fact Surat is the most cosmopolitan city in India by leaps and bounds much ahead of any Metro city. More than half of Surat's population is non-Surti. Surtis are a minority in their own city.

    Not to forget WB has Kolkata which has 3rd largest GDP next to Mumbai and Delhi, despite many states having big IT companies. I am sure if WB in general and Kolkata in particular starts having more investment, none of the state or city can catch. Kolkata is one of the most underrated city and has huge potential (evident from the GDP numbers).
    Nevertheless government needs to do much more and anti WB/Kolkata propaganda also another reason for downfall.
    More branding needs to be done just like Gujarat. PR hype and marketing is also key factor for the growth and attracting investments.

    The multi dimensional poverty index is pretty good for comparison between states and countries.
    1. The per capita income in Gujarat is high because there are probably more Crorepatis and Lakhpatis. It could also mean that the income gap is wider.
    2. The cost of living in an urban area is higher than in a rural area. Earnings do have a correlation with the standard of living and quality of life, along with dependents. So it would be relevant to indicate what is the income below which a family is considered below the poverty line in rural and urban for each state.
    3. As someone mentioned West Bengal sees a lot of remittances. Gujarat does not.
    4. There are societal issues that come into play that the govt has no control of. There have been reports that girl education is lagging in Gujarat.
    Ultimately despite this analysis that praises West Bengal, much to the glee of SG, the question is, is a person better off in Gujarat or in West Bengal. I would think the answer is Gujarat.

    This could indicate an inverse link between inclusive growth and rapid per capita growth of a state. Gini coefficient data of RBI (2004-05) shows that Gujarat, Andhra etc are more unequal than poorer states likes Bihar specially in rural sector. So, if you grow fast, the wealth is more likely to be unequally distributed and vice-o-versa.

    2. How the data has been normalized - West Bengal's population density way higher than that of Gujarat
    Else this data may give rise to a misconception that welfare schemes (read freebies) in WB are bringing people out of poverty. The ruling govt in WB will certainly propagate that message

      gdp/capita is already normalized. Also Kolkata has the higher inward migration of labor within India. So do we need to subtract them from Kolkata population ? of course not. Whoever go to some state and live & work there, he/she became the resident of that state for all official purpose (pay property tax, income tax there). So this data is perfectly ok and at all not surprising. Also in theory if migration to a economically active region (e.g here Gujrat), depressed and lowers the indicators of that region, then most likely it is not actually such an economically active region.

    One important question here is 'who' are these people who live below poverty line in Gujrat who are falling behind the minimum standards of Education, Health and Nutrition. If these people are migrant workers and their children who are from Bihar, UP , MP , Jharkhand , Chhattisgarh , Rajasthan who migrated to Gujrat then its not really a failure of Gujrat but the failure of their governments in their home states. If the local Gujrati population is better off then that means the state government has done its primary job. After all you can't expect them to take care of the poor people of entire country who migrate there. If you move all the poor people from India to Switzerland then you will have a situation with millions of people living in poverty in Switzerland as there is no way the swiss government can handle it. Not a lot of people migrate to Bengal to work so most of the people in Bengal below poverty line must be local people.

    Gujarat is a classic model of neoliberal economics with a very small section of population equipped with an enormous amount of resources. Having visited Gujarat (Somnath, Dwarka, Ahmedabad, Gandhinagar) a few weeks ago, I honestly saw a lot more dirt and poor quality infrastructure in Ahmedabad there than in my own Tier-2 city of Bhubaneswar. Of course high rises dot Ahmedabad's skyline but Indians need to understand skyscrapers do not alone control level of progress. Human-oriented developmental measures are equally important and social indicators need to be highlighted more often in the narrative of development.

      @gauravdas6741 lol! You think Bengalis have the physique for coolie work?? These are migrants from Assam and illegal Bangladeshi immigrants who perform such jobs.
      Bengalis are solely into service jobs particularly in Bangalore, Hyderabad, Pune and Gurgaon.

    We are very diverse nation but governance and management of things can't be diverse. It's reflects only a better governance or a less focused one.

    India’s revenue devolution model practically distributes hard working taxpayers money based on population to states. So states have options to distribute freebies instead of real economic and infrastructure development. States like West Bengal doing that a lot along with unhealthy level debt increase. This may show some short term progress in few aspects of multidimensional poverty but I am no sure that is the model we want to promote

      Nothing is free bee..more people means more consumption so these states collect higher GST...all developed country provides free education, quality hospitalisation etc..this is a modi govt narrative..we all pay tax..
