I don't think are talking about legalizing drugs in schools. So that would fall under the current restrictions for tobacco, marijuana, and alcohol in schools. It is possible to simultaneously legalizing something while prohibiting something else and not have it be a conflict.
First they give you the toys, then they take them away. Governments promoted smoking and were in bed with tobacco companies for decades and then they decided to take it away and ostracize those who wouldn't or couldn't quit. It's always the same merry-go-round. Just say "NO" to what the government offer as much as possible. Tell it to shove it! And you won't have to struggle giving it up.
