That's true but employers look for the degree. You're more likely to hire someone who has a Bachelor in Graphic Design etc. than someone who knows how to use Photoshop. The quality of work might be the same, but the degree is what will get your foot through the door.
Because you may know how to do it, but you don't understand why or how it's working underneath the hood. So you'll never be an expert.

Note: if your Filter Gallery is greyed out, try setting your image mode to 8 bits.
Sometimes after I done retouching, it looks ok in my PC and when I copy into smartphone , it looks horrible...

Probably screen settings, you should also take short brakes so that your eyes don't get used to for example oversaturated image.
This happens problably because of the difference between your monitor and your smartphone. It's normal as the two devices have different materials and configurations (like the brightness in the smartphones).

Each picture file is just data of pixels, and each screen device translate that data into pictures again via it’s own color profile. If you have few monitors connected to your PC, then you will see differences on each one. Proper and also expensive callibration is the way to unify these screens :)

You can use the normal dry paint also. You lose in quality but it’s still good. It’s in the artistic gallery.
