VAMTAC comes from Vehiculo de Alta Movilidad TÁCtica (High Mobility Tactical Vehicle).
These vehicles are the backbone of the Spanish Army's non-armored units, showcasing the versatility and reliability of the VAMTAC platform. Designed to adapt to various missions, the VAMTAC can be configured as communications vehicles, ambulances, advanced command posts, mobile workshops, and personnel carriers. Its most common military configuration supports platoons equipped with an array of weapons, including missile launchers and medium to heavy machine guns. But VAMTAC's adaptability doesn't stop there-its robust design also makes it the go-to choice for civilian agencies tackling high-mobility tasks in challenging terrains.

In Spain previous to 2018 blue lights were reserved only to police cars, ambulances and firetrucks used orange lights, but that created confusion(with tourist especially) because people confuse them with special transports or slow vehicles like tractors that also used orange lights, that happened especially with firetrucks in colours diferent than red, or ambulances with letering in another of the oficial languajes of Spain diferent to spanish(for example Euskera near the french border),
For that reason in 2018 they pased a law that made mandatory all blue lights to all emergency vehicles(like the rest of Europe), currently all new vehicles has to come with all blues and in some places they even adapted the old vehicles to all blue(but that is not mandatory for vehicles older than 2018)
In Spain every "Comunidad Autonoma"(Equivalent to State in the USA) has their own emergency management agency, those black and blue trucks are the logistic support trucks from Axega the agency responsible for emergency management in Galicia, the black and Blue are their colours others regions have their equipment in more standard red or yellow.
The truck with red and blue lights is a mobile comand center for emergency management, it was donated to Axega by a spanish bank, that also donated this type of trucks to other regions(Same truck diferent colours, in my region is yellow for example).
On top of every Comunidad Autonoma having their own emergency management agency the country has a especial unit of the army called UME (Unidad militar de emergencias/Emergencies Militar Unit) they have fire trucks and other vehicles and serve as support to the regions emergecy services and units, are often deployed by demand of the regions to help in big forest fires, floods, heavy snow storms, earthquakes, volcanoes... they also do international misions and they also have lots of Uro vehicles, but also Scania, Iveco, Renault...
Check out the channel of @sepaemergenciasasturias ( www.youtube.com/@sepaemergenciasasturias )is the emergency management agency of Asturias, is the region that Border Galicia the one on this video, they have lots of videos of real life interventions and drills, (They have a lot of helicopter rescues, in fact it was the first rescue group in Spain in 1988 to include a rescuer-doctor in their helicopter crew, that way the doctor can be always first on the scene, and can be able to make the rescue if only one person can descend from the helicopter)

Talking about red and blues, blues mean priority and flashing red lights means pull over.
Only used by law enforcement, when they get behind you with all blues, you need to make way, if they're behind you flashing all blues and some tiny red lights in the middle of the lightbar, you are to find a safe spot to pull over.
Some emergency vehicles in Madrid have red and ambers but it's outdated, being changed to blues again.
The majority of the vehicles seen in this video are pretty much very old, besides the local government ones, logistics vehicles, etc.
Civil defense (protección civil) is a volunteer emergency service (which I proudly serve) that is funded by the town/city they serve, so in many cases the vehicles are really old because the budget is very small.
Unless it's a civil defense service vehicle from a really big city.

In the USA you have a population that inherited the name of the one that appears in the video. Coruna.
Corunna is located in eastern Shiawassee County. It became the county seat in 1840 and eventually incorporated as a village in 1869. This town was originally settled in the early 1840s by a group of businessmen called the Shiawassee County Seat Company.
Andrew Mack, a member of the group, named this town after Corunna (Galicia) Spain, after traveling there to purchase sheep. (Mr. Mack is buried in Corunna, Canada, in which he was also instrumental in developing.)

This is in the NW of Spain, in a region (Comunidad Autonoma) called Galicia. Very hilly with almost no flat places. It rains a lot and foreigners say it feels like you are in Ireland and not in Spain. With a lot of rain comes lots of trees and, unfortunately, lots of wildfires. Since there are houses all around the place, those fires can be pretty nasty.
Those big trucks are from the URO brand. Think about the square cab Unimog, but without portals. They even made a model that is narrower to be able to fit into some of the (ancient) tracks that you can find in the zone. And those drives are a bit crazy. I've seen them drive those things into places where only logging tractors go.
A nice way to check the place is using google street view. Just aim for the part of Spain that is over Portugal and you are good to go.

3:19 AXEGA is an acronym in Galician. (A Coruña is in Galicia and they have a regional official language there, besides the national official language, Castilian.)
It means "Galician Emergency Agency". Their main colour is blue because the Galician flag is blue over white.
You can also see a "La Caixa" logo on some of their vehicles, meaning that vehicle was donated by a charity run by a bank (a tax-deductible donation, of course).

@@rolandk9860 the first one, but they depend on the government of Galicia because they just work there. Galicia is something like a state in the US, but here these territories are called autonomous comunities. They dont have the same power as a state on the US but is something similar.
